They are the core system extensions......which is the reason they are protected.
If you're trying to update 3.10 to 4 or 4.x to 5.x I wouldn't worry. If concerned, then my suggestion is try the update on a copy of the site, or offline in a local server like WAMPServer.
Weblinks - I was under the impression this was removed from Joomla many years ago. You can install it these days as a separate extension (it's listed on the JED)
PHP_mailer - part of the core so probably can't be removed.
Mod_Online sounds like the 'Who's Online" module - again can't be removed.
PKG_Joomla sounds like it is the installation package for Joomla.
I suspect any / all of these will simply be updated in the migration process. If you can't remove them, then disable them for the update.
